I vote no. Simply because for the performance you would get on an android/iOS phone, it's not worth it. The game would be better suited for consoles. It would also be difficult to control on a phone which is also why I vote no.
If anything, only a small app to build and share techs and to sync with your steam account.
The physics alone could be too much for your phone
Just a comparison:
The Iphone 7 GPU has 0,7 TFlops (1000€ Smartphone)
The GTX 1070 has 6,6 TFlops (1000€ PC)
So to get TerraTech playble on any device you'd have to lower the graphical requirements by around 10x.
And it gets even worse because you pay more for your average PC than for your average Smartphone.
