This would likely be difficult to implement without breaking the game, but it would be a nice addition.
Special blocks should be able to be scrapped in any corporation's scrapper, or perhaps receive their own scrapper. Scrapping the blocks would grant you random resource chunks (most likely common or uncommon), and you would then be able to sell the chunks.
As for a fabricator, it would work slightly differently:
Special blocks cannot be crafted unless you have discovered them first.
There is no payload terminal; you would have to rely on finding the blocks, as well as their fabricator, to actually craft them at all. This would make them less common and therefore more challenging to obtain in large numbers.
The special scrapper should not be craftable either, and instead must be discovered first.
