R&D in campaign mode?

I thought I read somewhere that if you have the R&D pack you can use some of the items and find them in the campaign mode? I have not found any and I have maxed every license at this point. Am I missing something? Or is this not yet available in campaign mode?

actually, they are rare drops from loot crates on missions. you cannot make them, only find them.

That is supposed to be the case, only it isn't for some unknown reason.
I have two profiles, both with all XP maxed. I can get RR parts from shops and loot boxes in one profile, but not the other.
