I did all available missions for reticule research grade 2 and can't figure out how to get to grade 3 of reticule research

You have to gain more XP, XP gains come from missions and kills.
XP from kills tends to vary based on the enemy and doesn't always go to the corp you want so keep doing missions until you find some more reticule research missions.
You get new missions when old ones are completed or cancelled, this means that if there is a mission over 500m you can cancel it to find the missions faster.
