DLC packs not showing up in game

I play on PC
I have tried;
Reinstalling the game
Checked game file integrity
Made sure all packs were checked green
unchecked all packs then rechecked them green one by one while starting the game between each
the only DLC that works is the R&D labs

anyone know whats up with this

That has nothing to do with DLC.

most of the dlc is "just" skins other than the r&d lab, the skins can be seen when 'painting' a tech with the 'brush'
