As I started a new save, I found a wasteland biome trying to complete non-unique missions until after a fight with a random tech, realizing that I can destroy scrap piles with ballistic weaponry, and I haven't tested much further, although I imagine it could be all weapons being able to destroy Scrap Piles, although if I recall correctly, only Reticule Research Electric Precision Rays can destroy them normally. I did go into Creative Mode and made a pure wasteland world just to get a screenshot though.
