This bug has been happening a lot and I can't play the game, at all. It doesn't take long after startup for it to happen, sometimes before main menu, sometimes right after starting a new game.

The outputlog gets IMMENSE very quickly, if you don't force close the game it adds thousands of lines in a second, always repeating this:

This has been happening for me and @Exund as well. Rafs has experienced this deadlock with (and without) TTMM completely unpatched from the game.

A fix I found was to hardcode the ManWheels class to force m_ThreadedSimulation false in the assembly.
